Christchurch and East Dorset Councils - Information for prospective employees

1.  Conditions of Appointment

The appointment will be subject to the Conditions of Service of the National Joint Council for Local Government Services, as adopted by the Councils, together with such other local conditions of service as may be determined by the Councils from time to time.  Some of the more important conditions are outlined below for the information of candidates.

2.  Statement of Written Particulars (Contracts of Employment)

In accordance with the Employment Rights Act 1996, Contracts of Employment will be in writing.

3.  Hours of Work

The basic working week for full time employees is one of 37 hours and part-time hours are those as advertised.  A system of flexible working hours is in operation for some employees (full details of the Flexi Scheme Guidelines will be available upon commencement of employment).  The normal office hours are from 0845 to 1715 hours, Mondays to Thursdays and 0845 to 1645 hours on Fridays normally with one hour for lunch daily.  Some employees will be required to work outside their normal office hours, depending on the service they are providing.

4.  Payment of Salary

Salary will be paid monthly by bank credit transfer.  Transfers will be made on the 20th day of each month, except where the weekend or bank/public holidays fall on the 20th, in which case the pay day will be advanced to the working day immediately preceding the weekend, or bank/public holiday.

5.  Leave

The current annual leave entitlement is as follows:

The annual leave year runs from 1 April to 31 March.

In addition to the above there will be paid entitlement to Bank and Public Holidays.

Your annual leave entitlement for your first year will be based on the above and will

be calculated on a pro-rata basis.  This will be advised by your Manager upon

commencement of your employment.

In order to ensure parity of entitlement with full time staff on a proportionate basis,

Part- time staff will have their annual leave and bank / public holiday entitlement pro-

rata’d and expressed and recorded in hours.

6.  Pension Scheme

Membership is open to all employees. Employees who have a contract of employment for at least 3 months in duration and who are under the age of 75 are automatically brought into the scheme. You must complete an opt-out form if you do not wish to join. Should you wish to ‘opt-out’ you must do so within the first three months of your employment and you will receive a refund through your pay.  If you ‘opt-out’ of the LGPS with three months or more and before completing 2 years you can also take a refund or transfer out your pension to another scheme. After 2 years you will be unable to obtain a refund of your contributions. Casual employees and employees who have a contract of less than three months are entitled to opt in to the scheme if they wish.

 

The rate of contribution varies from 5.5% - 12.5% dependant on your salary.  In some cases it is possible to arrange for transfer of pension rights from other pension schemes to the Dorset County Council Pension Fund.  Further details are available from the Payroll Department.

References

Employment references satisfactory to the Councils.

Probation

A six month probationary period. During this time employees will be expected to demonstrate their suitability for the role.

Medical Clearance

A satisfactory health declaration.  The successful applicant will be asked to complete a Health Declaration Form. If you declare that you do have a health condition or disability which might affect your work, or which might require special adjustments to be made, you will be required to complete a health questionnaire. This will be referred (in confidence) to our occupation health advisors who will advise as to your medical fitness for this post / required necessary adjustments.

8. Disclosure and Barring Service (DBS)

If your work with the Councils involves contact with children, or vulnerable adults, then your appointment will be subject to a satisfactory disclosure certificate being received from the Disclosure and Barring Service. Christchurch and East Dorset Councils comply  fully with the DBS Code of Practice, a copy of which is available on request.  Having a criminal record will not necessarily bar you from working with us.  This will depend on the nature of the position and the circumstances and background of your offences.

9. Car Loans

Car loans are available to staff in establishment posts who  have had 12 months service with either Council.

10. Trade Union Membership

The Councils fully support the system of collective bargaining and believes in the principle of solving industrial relations problems by discussion and agreement.  All employees are encouraged to be in membership of a trade union representing them on the appropriate negotiating body.

11. Child Care Vouchers

Child care vouchers are available by a salary sacrifice scheme using electronic vouchers.  More information will be available on commencement of employment.

12.   Relocation Scheme

A relocation allowance scheme is available for certain posts.  Where applicable details will be supplied at interview stage.

16.  Car Parking

Each office has its own car parking area which is free of charge to all employees.  A car parking permit must be visible in the windscreen of your vehicle at certain locations.
